Belgium introduces repairability index – new requirements for manufacturers from 2025

The introduction of the repairability index in BelgiumΒ requires manufacturers and importers of certain product groups to implement this index. The measure will come into force on May 2, 2025 and is part of the national strategy to promote a circular economy and sustainable consumer behavior.

Aim of the measure

The repairability index is intended to inform consumers about how easy it is to repair a product at the point of sale by means of a graphic. The index is given on a scale of 0 (poorly repairable) to 10 (very easy to repair) and promotes transparency and the longevity of products.

Which products are affected?

In the first phase, the labeling requirement applies to the following product groups:

  • Washing machines

  • televisions

  • vacuum cleaners

  • smartphones

  • laptops

In the future, these products must be clearly labeled with a repairability index when sold – both in brick-and-mortar stores and online.

How is the index calculated?

The calculation is based on a standardized catalog of criteria that includes five main aspects:

  1. access to repair instructions

  2. availability and price of spare parts

  3. Dismantability and special tools required

  4. Product design (e.g. modular design)

  5. Information on product documentation and diagnostic functions

Manufacturers must be transparent in their calculations and may not evaluate their classification independently.

Obligation for distributors and importers

Not only manufacturers, but also importers and distributors who place the products concerned on the market in Belgium are obliged to display the repairability index in a clearly visible place – e.g. on the product label, packaging or in the online store. The index must be easy to understand and access.

Consumer information and control

A central information platform is to be provided for further clarification, where consumers can access additional information on reparability, spare parts and instructions. The federal government reserves the right to impose fines if the duty to provide information is not complied with.
